Standard 5: Program Management and Administration

Candidates plan, develop, implement, and evaluate school library programs, resources, and services in support of the mission of the library program within the school according to the ethics and principles of library science, education, management, and administration.
- Element 5.1 Collections - Candidates evaluate and select print, non-print, and digital resources using professional selection tools and evaluation criteria to develop and manage a quality collection designed to meet the diverse curricular, personal, and professional needs of students, teachers, and administrators. Candidates organize school library collections according to current library cataloging and classification principles and standards.
- Element 5.2 Professional Ethics - Candidates practice the ethical principles of their profession, advocate for intellectual freedom and privacy, and promote and model digital citizenship and responsibility. Candidates educate the school community on the ethical use of information and ideas.
- Element 5.3 Personnel, Funding, and Facilities - Candidates apply best practices related to planning, budgeting, and evaluating human, information, and physical resources. Candidates organize library facilities to enhance the use of information resources and services and to ensure equitable access to all resources for all users. Candidates develop, implement, and evaluate policies and procedures that support teaching and learning in school libraries.
- Element 5.4 Strategic Planning and Assessment - Candidates communicate and collaborate with students, teachers, administrators, and community members to develop a library program that aligns resources, services, and standards with the school's mission. Candidates make effective use of data and information to assess how the library program addresses the needs of their diverse communities.
As a media specialist having a large number of books and technology resources within your collection is not always the best thing. Quality over quantity is critical when curating your collection. The various resources available to staff and students should be up to date and from professional and age appropriate sources. When creating my collection I will make a point to include a variety of resources that promote current, real-world issues in our society to promote access to information and intellectual freedom. The Strategic Management Plan from FRIT 7331 allowed me to see the different components of being a media specialist and how to evaluate your choices and media program. Having a school library media technology advisory committee to assist in your decision making and evaluations will ensure your end goal is always student achievement.
FRIT 7331: Strategic Management Plan
Reflection:
The Strategic Management Plan focuses on elements 5.1, 5.2, 5.3, and 5.4. I worked with a partner to assess the Godley Station K-8 School's library plan. Through the creation of the management plan, I was able to learn about the student population, policies, procedures, and the Godley Station media center. During my practicum I was able to see the areas I wrote about in the management plan come to life as I completed my practicum hours and activities at this school for middle level.

FRIT 7734: Grant Application
Reflection:
I have previously written a grant for our district to receive more technology for my classroom. I have not written any grants recently, but have wanted to write more to increase the technology and resources within my classroom. The grant application focused on the elements of 5.3 and 5.4. Writing the TangerKids grant allowed me to consider the technology and resources needed for our school and not just my individual classroom. During my discussions with Mrs. Bigbie, I learned of the variety of areas that are not satisfied with the media center budget. Grant funds allow for multiple resources to be provided to increase the effectiveness of the media center for its patrons.

FRIT 7734: Program Evaluation Rubric
Reflection:
The Program Evaluation Rubric allowed me to take a closer look at our library. This assignment focused on the elements 5.1, 5.3, and 5.4. While going over the evaluation results, Mrs. Bigbie and I were able to discuss the areas needing growth and how to best support our stakeholders. I am happy to be a part of a media center that is functioning as exemplary. Creating the final report for my principal allowed me to be more involved in positive changes for the media center. I look forward to using the West Chatham Elementary media center as an example for my own media center one day.
